fact that they pay no rent, and little or nothing for supervision,

can already sell at cheaper rates than publicans in the Colony.

A recent case before the Courts had raised doubts as to whether

the sales in the Military Canteens were strictly limited to bona

fide soldiers and sailors. It appears however from Your Excellencyk despatch that the price of beer must now be raised in Canteens in consequence of the withdrawal of the rebate.

In regard to paragraph (6) I do not anticipate

that any further increase will be made on the tax on liquor of any

kind consumed by Europeans and I would again point out that no

increase has even now been made on the duty on beer. The duties

will I think be found to compare favourably with those in force in

the United Kingdom, in India (in neither of which places is any

rebate accorded to the troops) and in other Colonies. The state-

-ment regarding the rebate allowed in other Colonies contained in paragraph 8 does not coincide with the facts so far as I have been

able to deduce them from the recently published statistics of *Colonial Import Duties 1910" (Cd. 5394) and I should be much

obliged if Your Excellency would be so good as to inform me from

what sources the information has been derived.
